FF-8693 Occasional error when running GetNextCounterValueActivity
Environment
Description
In rare cases an error would occur when using GetNextCounterValueActivity. This didn’t happen for all users but the activity would fail occasionally, it seemed to affect only specific users.
Solution
A fix was implemented that handles the case where this activity would fail.
